When something goes wrong: the route that produces an effect

Most disputes between a player and an operator are not lost on substance but on form. A grievance expressed in general terms, in a chat window, two weeks after the event, cannot be verified by anybody. The same situation documented with a transaction reference and three screenshots becomes a case.

Step zero: the file

Before writing anywhere, gather in one place:

A file built that way changes the nature of the conversation. You are no longer discussing an impression but a sequence of timestamped facts.

Tier 1: a written complaint to the operator

The first approach goes to the operator, in writing, through its official complaints channel — not through a quick-assistance chat, which handles questions rather than disputes. State briefly what happened, what you expect and what you are attaching. Avoid speculation about intent and stay with facts: date, amount, transaction reference, displayed status.

Tier 2: a petition to ONJN

If no answer arrives or the answer does not resolve the matter, the authority is next. ONJN licenses and supervises operators in Romania, and a petition accompanied by the file described above enters an administrative process. This is where a local licence shows its practical meaning: the existence of a supervisory body to which the operator owes an answer. An operator outside the register offers no such tier at all — which is why checking the register beforehand matters so much.

Tier 3: ANPC, for the consumer side

Matters that belong to consumer protection — unclear clauses, incomplete information, commercial practices — can be raised with the National Authority for Consumer Protection. It does not replace the previous tier and does not deal with the technical side of gambling, but it covers the contractual area and can be pursued in parallel.
